Is there a conspiracy against conscious/political Hip Hop?

It seems as though the radio and video shows continue to play more and more music with lyrics that are materialistic and promote lifestyles which are not in tune with the betterment of the community. Is this really by the choice of the public or is there a concerted effort to subdue conscious artists?
